needle exchange..does it really work? or are we encouraging drug use? Hard to figure but if it were me I would spend the money on treatment. It seems hard for me to beleive that addicts in the throes of an agonizing fix will take the time to get  a clean needle. Still, I don't know enough about this yet to say that convincingly. 12/99
